Preparing Your Manuscript

Format 格式

The following manuscript files, including abstracts and references, must comply with specific formatting guidelines: they must utilize a standard font size of at least 11 points, employ double spacing throughout, and maintain uniform margins of one inch on every side. Additionally, the document must adopt a single-column layout to enhance readability. To ensure clarity, any supplementary information that would typically appear as footnotes should be integrated into the main text itself, preferably within parentheses or brackets to maintain flow without disrupting the narrative.

Papers must not exceed 35 pages when formatted according to the journal's style. This page limit includes all references, tables, and graphs. Appendices are restricted to a maximum of 15 pages. The page count applies to materials that will be reviewed by editors and reviewers. Supplemental files provided are included in this consideration. Data sets or extended results made available to readers but not considered in the review are excluded from the page count (for new submissions after January 1, 2022).

This policy has been implemented since January 1, 2022. Authors must take care to adhere to paper length requirements. Papers exceeding a specified length limit will be returned to authors prior to review.

The ScholarOne system requires six procedures for submitting a manuscript.

The Review Process

All submissions for publication undergo rigorous review and acceptance solely based on merits and significance. The contribution of each submission must be clearly indicated in its introduction. Decisions to publish are made primarily based on how much a paper contributes to transportation science. The criteria include its relation to existing literature, length, and style.

Once a paper is submitted, the Editor-in-Chief and relevant Area Editor initially review the submission. Authors are notified if their paper is judged to be outside of the journal’s scope, or unlikely to receive favorable consideration by the referees. Papers that pass the initial screening process are assigned to an Associate Editor in the selected topical area. The Associate Editor performs a deeper review of the submission for fit and quality. The Associate Editor can reject the paper if the contribution of the paper is viewed to be insufficient or if there are obvious omissions or corrections needed in the analysis. If either is the case, the Associate Editor writes a report for the authors detailing the reasoning behind the decision. If the submissions passes this screening, the Associate Editor selects referees on the basis of expertise and prior work in the area. After receiving reports from the referees, the Associate Editor prepares a recommendation regarding publication. The Associate Editor’s report provides a synthesis of the referees’ evaluations, the Associate Editor’s own assessment of the paper, and the Associate Editor’s recommendation. When the recommendation is reject, the report should provide an explanation and justification for this decision; to the extent it is possible, the report should also provide constructive feedback on what might make this into a publishable paper. When the recommendation is for a revision, the report should attempt to provide for the authors a clear set of actions to guide the revision, as well as some explanation as to why these actions will result in a better paper; this is particularly important when the reviewers make contradictory recommendations. Typically only one revision is expected, and only in unusual circumstances will a second revision be recommended.

Only in cases where authors believe that one or more major technical mistakes or significant issues have been made by reviewers and/or editors impacting the final decision will appeals be considered. Appeals are reserved for situations where authors think that reviewers/editors failed to adequately acknowledge and value their work.

In such a situation, the author(s) may raise an appeal to the Editor-in-Chief via email. This should be accomplished at least two weeks after but not exceeding a maximum period of two months following the final decision transmission to the author(s). All authors must be included in the appeal email.

The Editor-in-Chief, after consulting with Area Editor and Associate Editor, will evaluate the merits of any alleged errors and select an appropriate course of action from among the following options: (i) maintain its original stance; or (ii) conduct one or more additional reviews of the paper for further consideration. All appeals are final and only one appeal per paper throughout its entire review process is permitted. Please note that despite our willingness to entertain appeals, editorial decisions are rarely overturned. This formal procedure is exclusively for raising appeals against editorial decisions. Non-appeals by editors will not be considered.

A decision to accept will cause the manuscript to appear in the “Manuscripts Accepted for First Look” section of the submitting author’s Author Center. We respectfully request that authors upload their final files to the submission site within fourteen days following receipt of the acceptance decision letter. Authors must adhere strictly to these general submission guidelines if they wish to enhance their review experience.

Carefully consider where your paper should be published. Not every paper fits Operations Research, Management Science, or Manufacturing & Service Operations Management, even though some institutions only publish in these outlets. Carefully review their editorial policies before submitting; this ensures your work meets their standards. If it doesn't align well with their criteria, rejection may occur (though we hope it happens quickly). These papers can increase our journal's workload and delay dissemination within the academic community.

  2. ** The introduction and conclusions of the paper should be written for a broad audience (e.g., operations researchers),** not just for the handful of researchers who may be interested in the details of your problem and solution approach. The introduction should clearly state what your contribution to the literature and to the problem is. This will enable the editorial staff to quickly determine if this is truly a contribution to the literature or if it is not. For example, if your contribution is that you can find the minimum cost order quantity with fixed annual demand and fixed order and holding costs, a good (or even not-so-good) editor will recognize this as an EOQ model, which we have known how to solve for decades. Such a paper would (should) be rejected very quickly. In assessing the contribution, think about why anyone would want to read the paper. Similarly, the conclusions should summarize the paper and its contributions in broad language accessible to a wide audience. The conclusions should also clearly state limitations of the work (our work only applies to linear cost functions) and outline directions for future work in the area.

  5. Strive to maintain conciseness and minimize unnecessary mathematical symbols. While we haven't conducted an in-depth study on this particular phenomenon, our analysis suggests that review times tend to increase (potentially at a rate exceeding linear growth) as both the length of the manuscript and its mathematical content become more extensive.
