步骤一: 说明和参考预览

在步骤5的文件上传时段，您需提交：首先，需上传Word或LaTeX格式的手稿源文件，同时也要上传PDF格式的手稿最终版本，命名为“final version.PDF”。建议将源文件打包为zip格式上传，但最终的PDF版本必须以单一文件的形式提交。请仔细阅读以下说明并确认所有必填字段。完成后，请单击“下一步”以继续操作。

请提交最终版本的手稿文件，并参考您的收据，确保所有要求均已完成。
此为即将发布的材料，因此在提交前务必仔细核查文件是否存在错误。

仅限于提供PDF文件可能会导致处理延迟。

Open Access (开放式访问)

A double-column, single-spaced PDF file of your manuscript is required.

o Please use the IEEE article template to format this file.
o Please upload the double-column, single-spaced PDF file first under the Formatted (Double Column) Main File - PDF Document Only designation. This is the only file that should be given this designation. We no longer require submission of the single-column, double-spaced .PDF of your paper; however, its submission is encouraged.
o For new manuscripts, the advised page limit is 10 pages in double-column format. No more than 13 pages will be accepted.
o For accepted papers, overlength page fees will be applied starting on page 9 of the double-column manuscript. The rate is $220/page and the fees are mandatory. We encourage you to keep this in mind as you prepare your paper for submission.
o For papers submitted following a “Major Revision” or “Accept With Mandatory Minor Revisions” decision, the page limit is 16 pages. This does not apply to resubmissions, which must follow the 13-page limit.

o PDF files for references listed in your paper that have NOT YET been published or otherwise hard to access for reviewers
o For revisions/resubmissions: the response-to-reviewers file must be uploaded to the files below, or to the "Respond to Decision Letter" section in Step 4
Note: the IEEE copyright form is not required at submission. If your paper is accepted, you will be directed to the electronic IEEE Copyright Form following the submission of your final materials.
