Aims & Scope 目标和范围

The journal's articles undergo peer review as outlined in the IEEE PSPB Operations Manual (sections 8.2.1.C & 8.2.2.A). All published articles underwent evaluation by at least two anonymous peer reviewers, ensuring that neither their identities nor those of the authors were revealed during this process.
Before being accepted, all articles will undergo plagiarism checks

Publishing Policies 发布策略
This publication focuses on original contributions that improve the existing knowledge base. The results described in the article should not have been previous submissions or previous publications. Submissions based on expanded versions of conference publications are permissible. Articles must be both intelligible and written in standard English.
Peer Review : Peer review plays a crucial role in ensuring the excellence and reliability of published research. For every submission made to IEEE, there are at least two independent reviewers chosen by members of its editorial board who conduct a thorough evaluation. Starting from February 15th, 2024, author and reviewer accounts shall utilize institutional email addresses.
The upper limit of FINAL pages for regular submissions is capped at 10 pages. The authors are required to submit their work for shortening if their final manuscript exceeds the page limit of 10. This regulation must be adhered to without exception.

For review, please submit your manuscript in PDF format. You should be informed that the length of a regular manuscript is capped at 8 pages when originally submitted. An additional charge of US250 (US200 for IES members) per page is required for manuscripts exceeding eight pages. Author names, affiliations, and acknowledgments must not appear in your uploaded files, including the cover letter. Only final accepted versions can include author names.
