Starting on January 1, 2022, all new submissions will only undergo up to three rounds of reviews. This indicates that authors are granted two opportunities for revisions or rebuttals. All decisions received on the .R² submission will be the final decision.

Authors can select from 4 types of papers, each type having its recommended length according to IEEE style:
- Standard Research Articles: Approximately ten pages
- Compact Studies: Around six pages
- Practice-Oriented Research: Six page manuscripts
- Investigative Surveys: Eighteen-page surveys
The number of pages in a submitted paper may not exceed the suggested length by more than 6 additional pages. Upon final acceptance of a paper, authors will be charged an overlength fee of $175.00 per additional page (US dollars).
The authors' lists may undergo modifications until the paper is accepted for publication. Once accepted, no alterations to the authors' list of the paper will be permitted.

With regard to previously published papers, this system employs a unique approach in its analysis. When comparing newly submitted works, if more than 45 percent of the content has already been published elsewhere, automatic rejection is triggered. However, if less than 25 percent of the text matches prior works, acceptance is granted without further scrutiny. For cases where similarities fall between these thresholds—specifically between 25 and 45 percent—the system requests a manual review to determine whether these similarities are coincidental or indicative of potential plagiarism or unauthorized use of prior work

The article should be seen as a comprehensive summary, free from abbreviations, footnotes, or references. It is designed to encapsulate the entirety of the paper.

Submitting an Appeal 提交上诉

Resubmitting a Paper 重新提交论文
The IEEE Transactions on ITS permits authors of rejected papers to submit a revised version of their previously rejected work. Nevertheless, they are required to make substantial modifications (improvements) to the paper and include details about its rejection history as well as reference the prior paper ID in their cover letter. Failure to comply with these requirements could result in an automatic desk rejection. The submission will undergo a complete overhaul with new Senior Editors and Associate Editors, potentially leading to a different evaluation outcome. Reviewers' feedback from previous rounds cannot be incorporated into the revised manuscript. To maintain impartiality during this process, authors must ensure that their submissions do not contain any traces of prior reviews or conflicting information.

The IEEE Intelligent Transportation Systems Society has recently launched the IEEE Open Journal of Intelligent Transportation Systems (OJ-TS) as an open-access platform for publishing intelligent transportation system research. This journal, designated as fully open access, ensures that all content is accessible to users and their institutions without any charges. Articles are published under a CC BY 4.0 license, granting authors exclusive copyright retention. The editorial workflow for OJ-TS is designed to achieve publication within approximately 10 weeks of article acceptance. Unlike many journals, there is no page limitation for this publication. Open-access content is made available through payment of a $2,195 Article Processing Charge (APC), which becomes payable after the manuscript is accepted. Papers accepted for publication will be published both electronically on IEEE Xplore website and in the hard copy version of the Transactions.
Authors must electronically submit their final files via the submission website. Items must be compressed into a ZIP file before being uploaded to the submission website.
